dynamic reconfigure catkin linked every build

Hi, I have previously asked a question about dynamic_reconfigure being regenerated every build. I was able to fix it by appending with postfix _catkin but now i notice that all the targets built by the package are re-linked every-time I run catkin_make even though I have not touched the package. Any suggestions on how to prevent it from re-linking every catkin_make? Benzun
